Technical due diligence (TDD)

For the City of Stuttgart, we conducted a technical condition assessment of 14 centrally located administrative buildings – including key institutions such as the Town Hall, the Main Office, the Civil Engineering Office, and the Cultural Office. The objective was to comprehensively analyse the structural, technical, and energy-related condition and to identify potential for a modern, future-proof office utilisation.

Our study provides the decision-making basis for the further development of municipal infrastructures and highlights where refurbishment, restructuring, or repurposing is sensible and feasible. In this way, we support the City of Stuttgart in making work environments more efficient, sustainable, and user-friendly.

Challenges

The buildings varied significantly in age, condition, and technical equipment – ranging from historic administrative buildings to more modern structures. This heterogeneity required a tailored approach for each individual property. In addition to structural and technical aspects, energy performance indicators and suitability for modern work environments were also taken into account – an interdisciplinary assessment approach was necessary. The analysed buildings served central functions for the city administration, making the demand for accuracy and reliability of the results particularly high, as they form the basis for political decisions with extensive financial implications.

The comprehensive results of our condition assessment enabled the City of Stuttgart to make sound decisions regarding the future use, refurbishment, modernisation, or, if necessary, disposal of the buildings. Through the systematic evaluation and prioritisation of the properties, the client received a reliable tool for strategic planning – particularly for the phased implementation of future refurbishment measures. This created a robust foundation for a sustainably oriented and planning-secure further development of the municipal real estate portfolio.
