The City of Ditzingen planned the development of several daycare centers at different locations across the city. The objective was to establish a sustainable overall project delivery strategy and to implement the “Ob dem Korntaler Weg” daycare center as a pilot project under a total contractor model.

albrings + müller ag was initially commissioned to carry out a comprehensive project analysis in order to verify the existing project framework, identify potential risks, and evaluate suitable procurement and delivery models. Based on these findings, albrings + müller ag assumed a two-stage client representation role – ranging from project specification and structured support of the EU-wide procurement process through to the appointment of a total contractor.

Challenges

The parallel planning of several new daycare center developments required a higher-level strategic approach with regard to synergies, scheduling logic, and resource allocation. At the same time, political resolutions, existing space programs, and differing site conditions had to be consolidated into a coherent and implementable overall project framework.

A key challenge was the structured coordination of all user requirements across the various municipal departments and their translation into a robust employer’s requirements specification. In addition, the legally compliant and economically efficient execution of an EU-wide procurement procedure under a total contractor model presented significant organizational and procedural complexity.

Added Value

The comprehensive project analysis provided a reliable basis for decision-making for both the municipal administration and the city council, while defining a suitable delivery model aligned with the municipality’s framework conditions. Through the structured project specification process, a clearly coordinated space and quality program as well as a comprehensive employer’s requirements specification were developed, serving as a blueprint for future daycare center developments within the city.

As part of the procurement advisory services, we ensured transparency, cost efficiency, and legal certainty throughout the entire EU-wide tender procedure. The contract was successfully awarded to a total contractor within the defined project schedule and approved budget.
