Through the exercise of a pre-emption right, the City of Stuttgart was able to acquire the properties at Eberhardstraße 28 and Steinstraße 4, located in the heart of Stuttgart’s city centre. As part of the municipal project AKUT (Activation and Transformation Strategy for Stuttgart’s City Centre), the City’s Building Authority commissioned albrings + müller ag to perform an interdisciplinary technical condition survey of both properties, including the connecting structure between them. The objective of the survey was to assess the fundamental suitability of the existing buildings for future uses. A medium-term redesign of the properties was planned. The investigation focused on determining to what extent the existing building structure and technical equipment could be retained, and which components would require significant adaptation or renovation for continued use. Additionally, the possibility of interim use for the ground-level accessible floors was examined, aiming to bridge the period until redesign and to avoid vacancy. The interdisciplinary analysis covered, besides regulatory compliance, building and structural engineering, technical building equipment, building physics, structural and technical fire protection, as well as an assessment of potential risks posed by hazardous building materials in the existing structures.
Challenges
For any further use of the buildings, various factors must be considered. The parking garage cannot be operated completely independently from the former Kaufhof building, as essential supply systems are controlled via the Kaufhof property. Additionally, the parking garage is subject to several parking space obligations as well as access rights to the underground levels of adjacent properties. In the event of a partial demolition of the former Kaufhof building, it is important to ensure that the remaining building sections are sufficiently braced and that buoyancy safety is guaranteed. Furthermore, detailed investigations and repair measures of the structural framework will be necessary to enable continued use.

The comprehensive condition survey enabled the client to obtain a well-founded assessment of the structural and technical condition of the properties. Existing defects were systematically documented, risks evaluated, and decision-relevant insights for future use were derived. In addition to technical aspects, regulatory classification and site-specific peculiarities played a significant role — notably, the technical dependency of the parking garage on the former Kaufhof building and the bridge structure located beneath a public traffic area. Given the central location of the buildings in the heart of Stuttgart, special attention was paid to the potentials and limitations of possible interim or alternative uses to optimally utilize the limited space resources in the city centre. The condition survey forms the foundation for further concepts and planning by the City of Stuttgart.
